Pondering this a bit, I guess the most likely person meant though is Carter? She's rich, knows and (it seems) likes Jo.
However, "sugar mama" somehow suggests an older woman to me...

I don't think Jo Doyle would do very well working for Bettina Timmy. Too much of Donna's business skills but with none of Donna's faults to humanize her. And Jo is not a "good girl" who knows how to get along... like her sister Jane.
